Expatriates who are returning to Finland may import household goods duty free if they have lived outside of Finland for more than 12 months and have also owned and used the goods for at least 6 months.
The receiver of the goods will need to complete a declaration stating that the goods are theirs, have been used abroad and are for continued use in Finland.
1 motor vehicle may be imported duty free if owned and used for more than 6 months and the receiver has qualified for duty free import of household goods. Duty free value on vehicles is limited to EUR 13,000, if the value exceeds this amount the exceeding amount will be dutiable.
If the vehicle has been imported duty free it cannot be sold or lent for a period of 2 years.
Vehicles that do not qualify for duty free import are subject to import taxes of 50-60%.
Documents required for motor vehicle import are the original purchase invoice, original insurance policy, proof of employment at origin showing that the motor vehicle was purchased with earnings from abroad.
Finnish customs requires your shipment to be accompanied by a comprehensive packing list (in Finnish or English), declaring all the items you will be importing.
All electrical equipment and appliances need to be on your packing list including the make, model and serial number.
The local agent in Finland will also ask you to sign a power of attorney allowing them to clear the goods through customs on your behalf.
Do not ship any paints, cleaning solvents, counterfeit goods, plants, ivory, animal furs or skins, meats, pornographic materials, explosives and weapons.
